Precinct Care
Precinct Care: recording software for children's homes
One system for daily logs, incidents, Reg 44 visits, Ofsted inspections, missing person profiles, training and staff hours, built around the Children's Homes Regulations and designed for the people who use it on shift.
Precinct Care is a care recording and management system from QLine IT. It is built first for children's homes in England, Scotland and Wales, and works for supported accommodation for 16 and 17 year olds and adult care registered with CQC.
Staff write logs by typing or speaking, and sign every entry with their face or fingerprint. Managers see what needs doing across their homes. Inspectors and Reg 44 visitors get read-only access that is recorded page by page. Nothing is typed twice and nothing can be deleted.
Where we are: Precinct Care is in final development, shaped with registered managers, Responsible Individuals and Reg 44 visitors. We are booking demonstrations now and taking a small number of pilot homes. The snippets on this page are from the working system, filled with made-up people and records.
What Precinct Care does
Young people's files
Need-to-know details first: allergies, risks, triggers and what helps, then contacts, plans, health, education and a chronology built automatically.
Daily logs, spoken or typed
Speak instead of typing, hear it read back and check spelling. Built with staff with dyslexia in mind, and it keeps working offline.
Reg 44 visits
A visit pack for the independent person, a one-day pass on the home's tablet, report upload and the manager's response to every recommendation.
Ofsted inspection access
Give an inspector read-only access for the inspection days, with their name on every page and every page they open recorded.
Missing person profiles
Kept ready in advance in the Philomena Protocol format, with a description, photo, places they may go and who they may be with.
Restraint and incidents
The 24-hour, 48-hour and 5-day steps of regulation 35 start on their own, and Reg 40 notifications are tracked.
The young person's own app
Their goals, points, plans in plain words to read and sign, a memory book and messages to their keyworker.
Clocking in and timesheets
Clock-ins checked by location, the home's own Wi-Fi and Face ID, feeding approved hours straight to payroll.
Training that chases itself
A live training matrix. When a course is missing or due within 30 days, the person is given it automatically.
Medication records
Medicines given, refusals, PRN reasons, stock counts and controlled-drug second signatures.
Supported accommodation and adult care
The words, forms and rules change with the service: the 2023 supported accommodation regulations, or CQC with the Mental Capacity Act.
Secure by design
Only registered devices, no passwords to share, and an audit trail that even managers cannot edit.

Everything a manager needs, on one screen
An area manager sees every home at once: beds filled, open incidents, sign-offs due, missing episodes and training, without opening a spreadsheet. A registered manager sees their own home: who is on shift and clocked in, today's tasks, home checks and the rota.
Late tasks show in calm blue. Red is kept for safety alerts such as allergies, so it still means something.

A file that puts the important things first
Each young person's file opens with what a bank worker on their first shift must know: allergies, contact restrictions, missing risk, triggers and what helps. Below that are contacts, daily logs, keywork, rewards, photos, a memory book, the chronology, health, medication, plans and education.
Contacts are held once and shared, so when a social worker's number changes, every young person they work with is updated.
Built from what people say about today's systems
Before we designed anything, we gathered what care staff, managers, inspectors and care leavers say publicly about the recording systems in use today. We found 26 recurring problems, from files opened on personal phones to logs lost when a tablet locks, and built Precinct Care to fix each one.
Made by the people who already look after your IT
QLine IT has supported children's homes for more than ten years, with filtering, monitoring, secure Wi-Fi and managed phones. We are a commercial partner of Scottish Care and a listed filtering and monitoring integrator with the UK Safer Internet Centre.
Precinct Care uses that work. Its clocking in checks that a phone is on the home's own staff Wi-Fi, which we install and manage, so location cannot be faked with an app. Read more about our IT for children's homes.
Questions we're asked
What is Precinct Care?
Precinct Care is care recording and management software for children's homes, supported accommodation and adult care services. It covers young people's files, daily logs, incidents and restraint, missing person profiles, Reg 44 visits, inspector access, medication, training, rotas, clocking in and timesheets.
Which services is it for?
Children's homes in England (Children's Homes (England) Regulations 2015), Scotland (Care Inspectorate) and Wales (CIW), supported accommodation for 16 and 17 year olds under the Supported Accommodation (England) Regulations 2023, and adult services registered with CQC, including learning disability, supported living and older people's care. See supported accommodation, adult care and Scotland and Wales.
Is it available now?
Precinct Care is in final development. We are booking demonstrations and taking a small number of pilot homes. Contact us to see it.
Does it work on tablets and phones?
Yes. Staff use it on the home's tablets or on phones the manager has registered. It only opens on devices the provider owns and has registered, so personal phones and home computers are refused.
What happens if the internet goes down?
Staff keep recording. Entries are saved on the tablet and sync as soon as it is back online.
How much does it cost?
Precinct Care is priced per home, per month. We'll give you a fixed price in writing before anything starts. Ask us for a quote.
